Earl has maximum sustained winds of 40 mph and is expected to become a hurricane by Friday. In the Pacific, Hurricane Frank developed off Mexico's coast. Frank has maximum sustained winds near 75 mph . The National Hurricane Center in Miami said Wednesday that Frank could get stronger as it moves away from Mexico's southwestern coast. Frank is located about 240 miles south of Cabo Corrientes, Mexico, and is moving west-northwest. Also in the open Atlantic, Hurricane Danielle is moving northwest with winds of about 85 mph .
